De eurocrisis was voorspeld

Na wat zoeken naar aanleiding van het IMF-paper van Schinasi en Teixeira (zie dit bericht), kwam ik terecht bij het paper Financial Stability and Policy Cooperation van Gaspar en Schinasi. Het werd gepresenteerd op een door de ECB en de Europese Commissie georganiseerde conferentie (12 april 2010).

Het verbazende is dat  de auteurs hier heel precies en uitgebreid uitleggen dat een crisissituatie zoals we nu hebben, kan ontstaan en dat de voorwaarden voor effectief optreden niet aanwezig zijn. Ze baseren zich op de speltheorie en op de inzichten van Elinor Ostrom over de voorwaarden voor succesvolle decentrale organisatie. Ik citeer uit hun conclusies:
We argued that, under current rules, the situation is not far from a noncooperative Nash solution (dat is kort gezegd een toestand die we niet willen.- HdV.) Once authorities have to face the challenge of rescuing financial organizations in the context of a systemic event, conditions are not conducive to the spontaneous emergence of effective cooperative solutions (kort gezegd, toestanden die we wel willen - HdV). In particular, ex post authorities are under tremendous time pressure - leading to very high bargaining and communications costs - having conflicting goals - for example concerning sharing the financial costs and risks - and will be reluctant to share information. Once a crisis is in full swing, authorities no longer have feasible efficient solutions to choose from. The way forward is to have ex ante an institutional framework in which solutions can be quickly developed and implemented without the bias for national solutions to dominate European ones. Such an institutional framework would help in reaching international cooperative outcomes and help to contain many varieties of moral hazard.
To quote Duisenberg (...): "a situation should be reached in which the group of European supervisors works collectively, as a single supervisor, when needed."
De leden van de Europese Centrale Bank en van de Europese Commissie kunnen niet zeggen dat ze niet gewaarschuwd zijn. Ik neem aan dat ze daar aanwezig waren, op die door hen georganiseerde conferentie op 12 april van vorig jaar, waar dit paper gepresenteerd werd. Maar die "weg vooruit", waar de auteurs voor pleiten, hebben ze dus niet ingeslagen. Of hebben ze niet kunnen inslaan omdat de Europese regeringsleiders daar nog niet aan toe waren. En die waren daar nog niet aan toe, tja, omdat de kiezers daar nog niet aan toe waren?

Maar wie vertelt het de kiezers?

Terzijde: in zekere zin heeft Duisenberg ook een vooruitziende blik gehad. Maar of hij daar ook echt iets mee gedaan heeft?
